Citizens' Advisory Committee on Homelessness

At their Monday, December 7, 2009 meeting, City Council approved a motion:  To form a citizens’ advisory committee to provide a recommendation to City Council within one-hundred twenty days, adding the decision of whether or not a campground is warranted to their list of responsibilities stated in the administrative staff report.

The Task Force is charged with answering the following questions:

  • What funds will be used to pay for the campground?
  • Would the campground be permanent or temporary?
  • How long would people be allowed to camp there?
  • What kind of facilities would be at the campground and would they be ADA accessible?
  • What locational criteria should be used to assure access to services and avoidance of neighborhood conflict?
  • Should the campground accommodate the “290” (registered sex offenders) or should it be targeted to other homeless populations?
  • What other organizations could be partners in operating the campground and serving its users?
  • Is a campground warranted or not?
