In 1991, the City and RDA listened carefully to comments that Merced needed more shopping opportunities, so that Mercedians would not drive out of town and spend their dollars elsewhere. In 1992, the Agency was able to announce a development agreement which brought Costco to Merced, to a location along Highway 99, between “R” and “V” Streets. The location was about half-vacant, with part of it occupied by a tomato processing shed and a utility yard.
