Council to discuss arts, welcome signs Monday

Arts commissions and welcome signs and slogans are scheduled for the Merced City Council agenda this Monday night.

The meeting will be held at 6 p.m. in the Council Chambers on the second floor of the Merced Civic Center, (City Hall), 678 W. 18th St.

At the request of Council, city staff has researched what other communities are doing regarding a public arts commission and the results will be presented Monday. Staff will be seeking direction regarding potential creation of a commission, including roles, duties and numbers of the commissioners, terms, funding and the use of City staff to assist the commission.

The Council established a Welcome Sign and City Slogan Subcommittee and received 77 slogan proposals, 56 entry sign designs and three archway designs. The Subcommittee is asking the Council to select sign designs for the Highway 99, 59 and 140 entrances to the City. In addition, staff is asked to get cost estimates for the designs, Caltrans preliminary approval and choose an archway for the Downtown.

The Council will hold a discussion on its regular starting time. When Council changed the meeting starting time from 7 p.m. to 6 p.m. in May, it asked for a follow up discussion in six months.

Also on the agenda is confirmation of the appointment of Sonia Alshami to the Planning Commission. On Oct. 4, she received a majority of the Council votes '3-2 -- for appointment to the Commission. However, the City Charter requires four yes votes to be appointed to a City board or commission.

The Council will meet in closed session at 5 p.m. to confer with labor negotiators and real property negotiators.

City Council meetings are streamed live on the Internet. A link to the live meeting is on the City's web site at Videos of previous meetings can be found at that link, and are tied to each agenda item. Those services are in addition to the live broadcast of the regular meeting on Comcast's Government Channel 96.

The Council agenda is posted online at and is available outside the chambers prior to the meeting. Request to Speak forms are available at the meeting or can be downloaded from the City's website. Cards must be turned in to the City Clerk in order for a person to be recognized by the Council.
