Ken Elwin named head of City Public Works Department

Ken Elwin has been named as the head of the City of Merced's Department of Public Works. Elwin, 42, is currently the City Engineer and has been serving as the interim Public Works Director since June. He replaced co-directors Stan Murdock, who retired, and Michael Wegley, who left for a job in Monterey County.

'I consider it an honor to have been chosen to lead this hard working team of people who provide and maintain the essential services of this great community,' Elwin said.

'Ken is a great addition to the team,' said City Manager Steve Carrigan. 'He has been doing great work out at Public Works since June, and he has gotten tremendous support from the staff in the Department. They respect him as a leader, they like him as a person, they appreciate him as an engineer. In my interviews with him I saw what staff saw in Ken.'

Elwin has been a licensed professional civil engineer with more than 17 years of diverse engineering experience, designing everything from roadways and airports to dams and sewer/storm pump stations. He has worked in the private sector in Mississippi, Colorado and California before joining the City of Merced in 2010. Elwin is licensed in both California and Colorado.

As City Engineer, Elwin is in charge of all capital improvement projects in the City and oversees the City's sewer and water Master Plan updates. Among the projects he has been closely involved with are the Highway 59 and Cooper Avenue improvements, Yosemite Avenue Widening, M and R Street roadway reconstruction, G Street Undercrossing, two new municipals water well pump stations and the Flanagan makeover.

While working in the private sector here in California, Elwin has worked on engineering projects in many Central Valley towns and cities including Stockton, Tracy, Manteca, Ripon, Modesto, Merced, Chowchilla, Parlier, Fowler and Fresno County; to name a few. These projects have ranged from subdivision land development including water, sewer and storm drainage master planning and design, roadway design, airport apron design, utility design, water storage reservoir tank and pump station design and more.

Elwin was the project engineer providing construction engineering on the new fueling and taxi lane apron and also project design engineer for a new air cargo center taxiway and apron at the Jackson International Airport in Jackson, Miss.

Elwin is a graduate of the University of Mississippi with a bachelor of science in Civil Engineering. He and his wife, Amalee, have three daughters, Ashwini, 9, Shaminka, 7 and Anushka, 5. While most of his free time is spent with his daughters, Elwin is an avid tennis player and soccer fan.

The salary is $138,430.92.
