Opportunity for Public Comment:
Amendments to Citizen Participation Plan for expedited disaster exceptions and procedures
The City of Merced is amending the current Citizen Participation Plan (CPP) to include HUD-issued federal disaster flexibilities and procedures for public notice, citizen participation, and reasonable opportunity to comment during times of federally-declared disasters or other such circumstances. No other amendments are being made to the Plan, except to correct formatting issues with the last version.
The comment period is OPEN this week, spanning from Monday, May 4 to Friday, May 8, 2020, until 5:00 p.m. Your comments on the proposed amendments are both welcomed and appreciated. Your comments may be read or played at the City Council meeting on May 18, 2020, when these amendments will be approved.
Due to the Coronavirus Pandemic, HUD has waived the regulatory 30-day comment period in order for cities to expedite amending these procedural changes into their CPP's. A public notice was published on Thursday, April 30, 2020, that outlines the procedures, which will be implemented for the May 18th meeting.

The Citizen Participation Plan describes how the City of Merced will involve residents in the planning, implementation and assessment of how Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) funds will be used. It defines the City’s policies and procedures for public participation in the Consolidated Plan (ConPlan) and Action Plan process.
